No. You don't understand, I guess. The issue is not merely cable systems degrading as they load up their per block or whatever capacity with more simultaneous users.

The problem is that much of the world wide wait right now will occur whether you're on a 33.6 (i.e. 31.5), a 56 (i.e. a 44) or a T1 1.6mghz connection. Much of the problem, ie bottleneck is in either the server sites or the backbone. No matter how fast your connection to that backbone is.

Sometimes, yes, the bottleneck is your local connect. Much less than thought.
