you are right about the Win98 kernel, they went to great lengths to clean out the old 16 bit code which is now supported by 'thunking' to 32 bit support routines for the most part. I am currently running release candidate 1 of Win98 and it is a lot faster and more stable than Win95.
I remember the article you are talking about but I don't know when it was either... maybe some digging on the MSDN sites would turn up a reference.
