Paul re: Compaq/Celeron
I think Compaq has announced availability of Celeron. According to TechWeb they had Celeron products at Intel's kick-off, and PC Mag published a review of their EP6266 Celeron product on 4/15. Here's a clip from another Compaq announcement.

"Compaq's Deskpro Series systems based on the new Intel Pentiumr II processors offer a wise investment choice for businesses by delivering excellent performance, manageability and room for future growth," said Paul Otellini, executive vice president, Intel Architecture Business Group. "PCs based on these new processors enable the productivity experience and performance that even the most demanding corporate users expect. Compaq's Deskpro PCs based on Intel CeleronT processors provide a cost-effective and solid performance foundation for new PC users in the basic PC market segment."

Sounds like "present tense" to me.
On the other hand, Compaq said that Celeron based Presario PC's will be available this summer. So it looks like they're putting them in Biz machines first.
Based on all that's been published, I don't think they can delay till Mendocino, as you suggested. The press would have a field day if they did.
