Rob. The information on the CG line driver chips can be found in design-net.com Search for MC145650 and you should get a reference to the line driver chips. Download the 112k PDF file and the power consumption data are in the second page. As more detailed information of the transceiver is not available , I assumed that the chip is a similar design to existing Motorola DSP chips and conservatively guessed that it would use 0.5w but I think 0.25w may be more accurate.
