perhaps they like what they tested and probably the "package" as opposed to trying to set it all up themselves ie. technicians etc. I don't know exactly what was in their minds? This is an issue for all concerned in the IP business NMSS, NSPK VOCLF DT, IDTC etc. same question applies, probably alot to do with infrastructure, we have the gateways set up in all the various locals to bring in the traffic thru our gates and thus we effectively can control the traffic and we also have the software to keep track of billing, again it was probably the "solution approach" as opposed to just buying a box. bg
