Pete, I'm not very comfortable arguing with a guy I generally perceive to be a bright light, but I suspect you're all wet on this one. In my ideal (and impossible) world, there would be NO government involvement with pension funds. Instead, each and every individual would bear responsibility for their own future. This would tend to restore an ethos that has been largely displaced and destroyed.

My suspicion is that fiduciary laws and easy outs already have pushed excess funds in to the various indexes. Further government use of indexes would tend to exacerbate this misallocation of capital. Things go relatively well for now, but misallocations tend to end in tears. And, I don't believe that "polititicians will (EVER) be smart enough to see this ?" Or anything else principled.
