In the meeting I'm pretty sure Mr. Copeland said that the additional 50 mil shares would be issues prior to the reverse split (company should clarify). Although it's clear that the reverse split ratio would be the decision of the board, Mr. Copeland used figures like 1 for 12 in his examples?
