I agree with you. This question has definitely been asked before though. I've heard the explanation that Par may have declined an offer or two because the price was too low. Could be right, but I would bet that a hostile takeover bid would be accepted by shareholders for less than 10.

I honestly have no idea why Cisco wouldn't buy FIBR, but they haven't. There is no good answer as to why it hasn't happened.
