I would hardly sat that ATT blames Cisco, that is nothing more than an inference. ATT states that it is a software problem and that they are working closely with Cisco. However that does not place the blame upon Cisco. When Att states the problem was caused by Cisco software etc then I would declare that it was Cisco's fault.
