RICHARDSON, Texas--(BUSINESS WIRE)--April 22, 1998--Serge Tchuruk, Chairman and CEO of Alcatel, has accepted
an invitation from the American Enterprise Institute (AEI) to speak as part of AEI's ongoing "Competition in International
Telecommunications" series.

Mr. Tchuruk's presentation, titled "The Competitive Race is On: Shifting to Hi-Speed," will focus on the changes in the
international competitive landscape precipitated by deregulation, liberalization and competition-friendly international agreements
like the World Trade Organization Basic Telecommunications Agreement. The event will take place at AEI's facilities in
Washington, DC, April 29, starting at 5:30 p.m. EST.

In the context of the increased competition for satellite-based services, Tchuruk is also expected to talk about Alcatel's
SkyBridge project. SkyBridge is a constellation of 64 low earth orbit satellites that will deliver high-speed interactive
communications services to business and residential customers around the world.

The North American market is of increasing importance to Alcatel. It represented 12 percent of Group sales in 1997 and
Alcatel currently has over 11,000 people employed in the United States.

AEI is an independent, non-profit, and non-partisan public policy research organization that has been active as a prominent
Washington "think tank" since 1943. It is dedicated to preserving and strengthening the foundations of freedom -- limited
government, private enterprise, vital cultural and political institutions, and a strong foreign policy and national defense -- through
scholarly research, open debate, and publications. Anyone interested in hearing the Tchuruk presentation or learning more about
the "Competition in International Telecommunications" series should contact AEI's Keitha MacDonald at 202/862-5907.

Alcatel designs, manufactures, and markets complete telecommunications systems. Activities include fixed switching networks,
transmission systems, access systems, mobile communications infrastructure, business networking, submarine cable networks,
as well as radio communications, space, and defense systems. With operations in over 130 countries, Alcatel is a leading-edge
supplier in the majority of its business. In 1997, the Telecom segment of Alcatel Alsthom registered total sales of $14.2 billion (
FF 82.9 billion). For more information, visit Alcatel via the web at: www.alcatel.com (www.ans.alcatel.com) in the US.
