I got these records at fda.gov. That gives you the home page. I logged on to this quite a while ago and I can't give you the exact path I took after I got there but with a little trial and error using search you should be able to find the 1997 transcripts. I remember choosing "Circulatory devices" If I remember right after finding the list of transcripts I just scrolled down until July 28, 1997 which was the date of the FDA meeting.
