Yes, that works for the black bar, except in one case, I think: when the volume is greater than its 21-day MA and the close is the same as yesterday's close.

This line:
flat_vol if v<=average(v,21) then down_vol = volume else down_vol = 0

would be this in MSWIN:
If(V<=Mov(V,21,S),V,0);

But don't you also need this:
If(V>Mov(V,21,S) AND C=Ref(C,-1),V,0);

In your program's language, that would be:
flat_vol if v>average(v,21) and c=c[1] then down_vol = volume else down_vol = 0
