I believe you misread the FDA report. There was a doctor
who contributed, who stated that he was short, but he was
not on the panel. The panel hears the sponsors (i.e. PLC) give their
data and hears opposing views from doctors and interested others. that doesn't mean that anyone on the (voting) panel had a financial interest.

re: going up or down after (i hope) approval.
there is no good way to tell from the stock movement. Cor therapeutics
last year was a good example. some analysts were saying that its product would compete poorly with Centocor's competing product. Cor
proceeded to go up from 13 to the 20's with some hiccups along the way. Conversely, ATIS recently went down after approval, because people apparently felt that its product would compete poorly against ORG's product.

Here, i think the fact that there would be no competing products on the market yet is in favor of PLC rising after approval.
