Dave the reason why they would be sitting on the offer is that they know there is plenty of liquidity in the market place for them to sit there. Buy orders will come in to them all day long. They will already have sell orders that they must do for the day. So, hell why not make a few bucks in the process. sit on the offer all day and as buying comes into you, fill the buy order and sell to the buyer. You know that you have market sell orders in hand so when the time is necessary buy the stock from the seller capture the spread for yourself and there you go $16,000 for a few days worth of work at 100K shares or better a day.
