If SCOC was consistently earning net profits of 3M$ per quarter
the price could be with a conservative (for hi tech) per of 20
3m$*4*20 = 240m$ then divided by 36m shares this makes 6.7$ per share.

So 15+ seems optimistic because it would mean either a consistent
earning of 6.7m$ per quarter or a per of 45 which apply to companies who show a constant increase of 20%+ of the earning.

But the current 5$ price is discounted.
