I phoned Pelorus about this issue and they said FAA want to keep a local area network (LANS or LAAS?) as a backup to GPS, and that Pelorus is developing the technology to submit for FAA approval.

I know nothing about the airlines wanting to keep an ILS backbone. But either way, it doesn't seem to be affecting the FAA's decision to switch to GPS, which has actually been moved forward.

I think the decline in Pelorus share price began because of disappointment that projected sales in 1998 have not materialized and continued because Pelorus said don't expect much for the next period. Though Pelorus also said prospects remain bright after that, the market views more distant prospects as rather uncertain and discounts them heavily.
