Jim, yes Win95 comes with IE 4.0 included, still for $89.

re Also what is the best way to install win 95 on a pc that has win 3.1 in place?

The way I did it was to stick the CD in and click the install button, and follow the on-sreen prompts. Didn't have any trouble. I would NOT recommend reformating your HD. The "upgrade" assumes you have a working copy of Win 3.1 in place, so the MSFT software designers have made it handle that no prob. You will be prompted to make an emergency boot disk, in case something goes wrong, etc. There are other safeguards also. Like Nike says, Just do it! :-)
