this is getting to sound like the arguments that started the civil war with each side raising their banners; both sides powerful enough to inflict great havoc on the other yet not one side willing to bend to the will of the other. msft has reverted to posting philosophical arguments about the "american way" and the millions of dollars of short term losses that other vendors will experience without a win98 launch while the States, being more pragmatic, are concerned about the long term affects if msft continues to dominate the os market. so, the bottom line is; do the States act in favor of short term gains for the marketplace or long term gains? or do they employ laisez faire and let the marketplace make its own decisions? the States want something from msft - what can msft give them that will satisify the States? msft is approaching their win98 release from a mob mentality - if enough people stand up and yell down the State's designs, those who yell the loudest wins. msft has taken to the Streets to win their battle. the backrooms, apparently haven't worked. if they yell too loud they'll force the State's hand; otherwise the States end up looking like Balam with his jackass if they DON'T act.
