We know that Equus wants to sell shares. Selling their shares through a public offering adds to the liuidity without diluting earnings, while providing institutional exposure. The liquidity is essential because it allows institutions to get in and out of the stock without exaggerated price gyrations.

The shares that Equus owns should not be counted as part of the float because they are not very liquid. All of their stock for sale
is limited to Rule 144. This rule only allows stock to be sold in any
three month period to 1% of the outstading shares or the average daily trading volume during the four calendar weeks preceding the date on which the notice of sale is filed, which ever is higher.

As far as I can see, a secondary offering is a win/win situation for all players.
