I think it would be political suicide for Greenspan to raise rates while Congress is in recess. If and when the Fed tightens, it is imperative the AG be able to justify the action with Congress. He will have opened a hornets' nest if he tightens at the same time these guys are home stumping for reelection. I believe, therefor, that there will a preemptive strike at the next FOMC meeting.
