TV tuner cards (which Wavephor needs and hence Seventh level) aren't seen to be a need for most users:

Microsoft faces a tough road trying to convince box makers to add tuner cards given the pressure they are under to reduce costs. They may try to make a case with consumers for overnight downloads of software. A better bet maybe if Wavephor can be incorporated into something like a future edition of webtv. It is interesting that Compaq is thinking of using a version of W98 for it's settop box instead of windows ce. But all this is a long way off in the future. As for Seventh Level maybe someday if tv tuners are standard in pcs and/or webtv type boxes incorporate wavetop and webtv boxes sell well and and and...
