Yes, the new PC buyers will definitely buy win98, and those current win95 users will
upgrade to win 98 sooner or later. However, if the win98 is never released, then there is no incentive for those current corp pc users to upgrade or buy new PCs, or the upgrade from 95 to 98 if win 98 is not available at all.
