Actually from a design standpoint the seat is designed to be bi-stable. While it is true that there are often no decorative elements on the bottom side of the seat, most quality industrial designs take seat bottom aesthetics into account. This is in fact how you can distinguish the very best when shopping for toilet seats. Quality workmanship makes the difference. Look at the bottom side. Run your fingers over it carefully feeling for any tooling or die marks that may have marred the seat during manufacture. When you have found one that is as smooth as a baby's backside on the bottom side of the seat, you know you are holding a real quality product that will give you years of faithful comfort. But anyway, getting back to my point, it is this bi-stable arrangement that is the ultimate proof that a seat is designed to be both up and down.

I wonder if this argument isn't floated, to just confuse things. I have discovered that there is a women's underground movement with regard to this issue. In fact I have discovered that they even have adapted a Frank Sinatra favorite to their purpose. I believe that it goes like this:

Grab your coat and get your hat, leave your worry at the doorstep
Just direct your seat to the sunny side of the seat.
Can't you hear that pitter pat and that happy tune as you sat
Life can be so sweet on the sunny side of the seat
