Even with computer system down funds can still be distributed. Let me give you an example from my own experience.

I used to work for a social service agency in LA that was a quasi-governmental network for the State of Cal. We were the funding source for a myriad of services. All the funding was based on ongoing as well as time limited or one time requests. Everything was computerized and checks were cut automatically.

As we all know even without Y2K computer systems get screwed up and sh*t happens. These sometimes created extreme hardships on vendors and it was possible to get around protocol and get hand written checks out. It was a headache to do but when circumstances dictated it got done.

Obviously this is a grain in the sand compared the nations whole Social Security System, Food Stamp program, et al but in an emergency it can be accomplished. It would be complicated and you'd likely see mile long lines of people at SSA and Welfare offices. People did it during the Depression and again during the oil crisis.

I believe in the human spirit and we as Americans are proud of our independence and heritage. Take a look at what happens when areas are flooded or where hurricanes and tornadoes strike. Consistently you see people reaching out to others to help. Sure you see some looting in those situations but they're isolated and overshadowed by the amount of goodwill you see extended.

As to other countries and how they cope to disasters; Y2K or any other I don't know about. Just happy and satisfied living here in the USA.
