this will help fill in some of the blanks of what it is that jimmy chin is trying to accomplish. also, what some here have been trying to convey.

the article is concerning callback companies and international telecos. here are some brief excerpts and my take to follow.
callbacks are providing clearer, cheaper phone connections to Russia and overseas such as pakistan and brazil. compared to basically non-existent service.
"Russias primary phone company, Rostelcom, charges about 2.50/min in peak time for a call from Yakustk to Moscow. callback can do the same for 1.30/min during peak time. this allows them(callers) to skirt much higher government owned telecom rates."
to use callback, a subscriber dials an american phone number, lets it ring once then hangs up. no charge here. the callback computer calls them back with a ready dialtone. the caller then places an overseas call using a line originating in usa. this industry has 170 companies in the usa only, with a 1.4 billion dollar industry worth this year alone.
why not more you say, because, fifty-seven countries ban callback including (PAY ATTENTION HERE) china, india, bahamas, venezuela, and other pacific rim countries.
"international telephone service is still a monopoly, usually by a state owned carrier, and they dont want competition." "while some countries block callback, others embrace new technology".
"there are countries like russia that support and encourage the use of callback because it allows business to flourish and their infrastructure is bad and they know it."
the ukraine's new govt is going to draft new law on state owned telecos in order to complete the sale of this telephone company by years end.
here is my take:
1. the fax that i received concerning the phillipines becomes clearer now. "we want to provide our people with value, better technology, and service". new president to be and jimmy happen to have met on this very issue. hmmmm, jimmy didnt just go here to say howdy do and i hope you win. he has also scheduled a return trip.hmmm
2. who said that govt's dont own telecos, wasnt me. do you really think they want billions of dollars going overseas. they would rather partner and keep control themselves. ive said this in at least 2 other posts. i also reported that russia said no way to AT&T and mci.
3. i seem to recall a release somewhere about a company named dgiv opening a new office in russia and striking a contract with mordovia. can others there be far behind.
4. value, technology, service, jimmy can offer it all. and allow the govt to save face with the homefolks.
5. people have said that the lease lines and so forth are not even up yet. well, they can improve existing lines and/or use the callback method with centers not necessarily in usa but in each section of the world, ie: one in russia for all of its provinces and states, multiple ones in pacific rim and asia, and dont forget down under(to be announced very soon). this can be done cheaply and very value oriented using digital relays and some of the other latest greatest technology.
6. we signed an agreement with bdo who is in over 80 countries, dont underestimate the value of this announcemnt that stated " to help us secure and complete pending and additional contracts".
7. getting on the jakarta exchange will help us with exposure.
since everyone else knows how tough it is to get into these countries, jimmy must really have a magic touch.
