It sounded as if information was being provided as to which way it was going to fluctuate, but perhaps I was wrong in hearing it that way.

But maybe the general drift of it was like the lines in the old spiritual, "Nobody Knows the Trouble I've Seen":

Sometime I'm up, sometimes I'm down,
