Significant settlement yes but significantly less than what Cistron was asking for so - maybe there was disappointment(?) - and maybe we do not know all the details of the settlement yet - besides the cash payoff. If you suspect "insiders" are now selling, then yes I agree that it is an interesting question as to exactly why.
