It seems, this coincided with the following news release:

April 23, 1998 - LUKOIL profile has been entered on the Standard & Poor's Corporation Records information service.

The placing of information in Corporation Records exempts non-American companies from registration in the states where registration is mandatory in accordance with the so-called "blue sky" law, and allows them to duly meet information disclosure requirements in performing ADR operations on the secondary market. Thus, LUKOIL has got an opportunity to considerably broaden its level-1 ADR market in the United States. .....
