On TDOA (base station based cell phone positioning) versus GPS-based. My gut feel is that having GPS in the phone itself is more robust, less affected by weather or being neer cell boundaries. The trend with digital PCS systems is towards making customers pay for the phone itself anyway and IMHO, a $10 cost for basic emergency location functionality, or somewhat higher for full GPS functionality, is something a consumer would be willing to pay.

Using base-station based systems, providers may have to increase the number of base stations by 10, 20 or 30% and this would directly affect the cost of service.

There's also the possibility of using the GPS location info from the phone to reduce the number of cells, by having better handoff between cell boundaries.
