I doubt that the state is even involved with the drilling permits. They are handled by the federal Bureau of Land Management and are so minor that the state probably is content to let them handle it. Now a mine is completely different when it comes to things like lowering the water table, air pollution, increased hiway traffic. socio/economic impacts, etc. etc. Once the plans are drawn up for the mine, an environmental impact statement will have to be prepared and that is where the struggle will come in.

Remember, California is a state which would not allow home owners to remove brush from around their houses to protect a rodent and halted the construction of a medical center because some one found five members of an endangered fly in the vicinity.
