From a press release:
Ben Rosen, Compaq's Chairman of the Board, stated, "This action reflects our confidence in Compaq's long-term growth and is designed to assist in offsetting dilution from the issuance of stock under the Company's equity incentive plans."
The number of shares to be purchased and the timing of purchases will be based on several factors, including the level of stock issuance under the equity incentive plans, the price of Compaq stock, general market conditions and other factors.


There is no mention that they will wait until next year, nor do they say the buyback is only directly the result of the incentive plan. My understanding from these statements is that Compaq can buy back shares whenever they feel the time is right (after DEC merger???).
