Mark, A thought came to mind about England and the ECU. I note how it is that England and the USof A vote together on almost all UN things .. sanctions and pressure tactics. I find it not all that surprising that they choose not to go ECU. In the Empires of the world, I would say that there is a paranoia about Europe , perhaps justifiable.
