We are delighted by the recent actions by the Radio Communications and Broadcasting Regulatory Branch of Industry Canada which awarded licenses for 66 Local Multipoint Communications System (LMCS) markets across Canada including licenses for 33 service areas to CellularVision Canada.
This announcement marks the beginning of Canada's nationwide commercial deployment of 28 GHz communications technology. It also reflects another step in the international adoption of broadband high capacity wireless telecommunications services based on the FCC "band plan" adopted in July 1996. CellularVision USA's pioneering efforts, starting in 1986, have resulted in the largest amount of frequency spectrum licensed for multiple telecommunications services to any single wireless terrestrial operator in US history.
CellularVision Technology and Telecommunications L.P. (CT&T) developed the technology to deliver broadband wireless communications in the higher microwave frequencies. The technology is licensed to CellularVision Canada, which will be delivering LMCS services.
CellularVision USA (CVUS), the only LMDS provider operating in the U.S. today, congratulates CellularVision Canada, a subsidiary of Western International Communications Ltd. (WIC), for being one of two bidders to be awarded licenses in Canada, winning 50% of the service areas licensed across the country, including the top markets of Toronto and Vancouver. CVUS also applauds the actions of the Canadian regulatory agency, Industry Canada, for its speedy and orderly approach to the licensing of these markets.
Background
LMCS, being deployed in Canada, is comparable to Local Multipoint Distribution Service (LMDS) in the US. Both systems are broadband wireless telecommunications common carrier services operating in the 28 GHz range, and are capable of delivering two-way, fiber-quality wireless video programming; high-speed Internet access; local telephony; and two-way services such as video conferencing. The same technology utilized by WIC to win 50% of the Canadian markets is currently being used by CellularVision of New York, L.P., a wholly owned subsidiary of CVUS, to deliver Local Multipoint Distribution Service (LMDS) in New York City.
In the United States, the FCC approved the 28 GHz band for LMDS use in July of 1996. LMDS service and auction rules from the FCC are expected imminently, with auctions soon to follow.
