I don't understand your logic. 20-25% is 20-25%, regardless of the *number* of shares outstanding.

How this affects the float will depend on how much of this goes to buy-back shares of the public, and how much goes to buy-back the shares of former officers. However, I wouldn't consider the latter to be a part of the float, since it is known to be under liquidation.
