The poster states:

and then mentions an AMAT supplier is reducing work hours.
This could have many reasons. If the reason is less business
from AMAT, it could still have many reasons (AMAT going out of business, supplier being replaced, AMAT not needing supplier's services any more etc).

There is too little info to draw any conclusions. Vacany signs
on Silicon Valley industrial property are also common - in good
times even. Now, an accurate count over a period of time would
be an indicator.
