ok, the difference is that the feds will then castrate the PUCs. it has been needed for a long time. the fact of the matter is that ISPs are parasitic. for that matter so are the PUCs<G>.

BTW--USWest is netspeed/csco. i doubt it will have any real effect. the PUCs think they have the upper hand. just wait until commercials start rolling in portland saying that USW wants to help bring high speed, but the evil Oregon PUC will not allow them too.
