When I said ADTN and PAIR suddenly look good what I ment is that HDSL is based on ISDN which already gone thru regulatory hurdles and RBOCs will have no problems with deploying HDSL modems. Taking into account PAIR's 25-30% drop in price of their HDSL products, makes it even more attractive to RBOCs.
