I expect that LEOS stuff will be on a different price/performance tier vs. terrestrially based paging solutions. A bigger potential threat to traditional paging may come from an eventual country-wide PCS-based messaging infrastructure, which could conceivably operate at a lower price point than LEOS-based stuff. It will take a long time to amortize the initial LEOS investment, and the services they will have to offer will have a high price tag on them in order to justify the investment. Paging, with a relatively low functionality/low price tag, fits in nicely below this stratum, particularly in less developed countries.
