In response to the dramatic increase in the gun wound death rate among young people, the Committee on Public Safety, chaired by Sheldon Leffler, held the first of a series of public hearings on a bill that would prohibit the sale of pistols and revolvers without a trigger safety device.
The bill sponsored by Council Speaker Peter F. Vallone and Chairman Leffler would make it unlawful for any business to sell any hand gun which does not contain a trigger safety device.
According to the Police Foundation, 14 youths under age 19 are killed daily in gun homicides, suicides, and accidental shootings. In addition, nearly 1.2 million children nationwide have access to loaded, unlocked firearms.
"This bill is about protecting our children and saving innocent lives, " said Vallone. "We wouldn't put our children in a car without a seatbelt or in a boat without a life jacket, so how can we continue to allow them near unprotected guns?"
Vallone added, "Guns are one of the few products that are currently exempt from the basic requirements of consumer protection. That is not right and that is what we're here to change."
Chairman Leffler added, "Everyday nationwide 14 youngsters die of gun inflicted wounds. Simple, affordable trigger safety devices can help reduce accidental gun injuries if placed on a loaded gun. With a trigger lock requirement, such as Speaker Vallone and I are proposing, we can make sure that the thousands of handgun licensees in our city have the means necesssary to keep their weapons secured and their families safe."
The committee received testimony from representatives of the Police Department, Sarah Brady, of Handgun Control, Inc., Rep. Carolyn McCarthy (D-Long Island), Police Officer Steven Mc Donald (who was paralyzed in a shooting incident over 12 years ago).
