My recollection has Cal Reed saying (last year) that the Korean plant would hopefully be constructed by this summer, but my understanding is that it would be a while after that before equipment was installed and tested. I may be wrong in that the installation of equipment will have been included with the summer construction, but I definitely got the impression that actual production would be sometime later, possibly like year-end? And this was before the Asian meltdown last fall, which by the way doesn't seem like that much of a meltdown after all, at least not yet. Anyway, my conclusion, and this is IMO only, based on memory from listening to a CC last year, that it is still too early to expect batteries from Korea at this time.
