I do not know if FCC has authority to do anything about PUCs. All the filings about allowing RBOCs to go LD is done thru PUCs.

My son asked me the same question. We agreed that it is reasonable to play bullish spread on October. To buy October $20 for about $2.75 and write $25 for about $1.25. You place $1.50 at risk for 6 months for potential $5.00 (more then 300 %) return. If the price hits $28-30 earlier then October you close your positions.

However I think the market might correct another 5% to 10% right now, so the timing might be a little bit of a problem.
