The funding split is a tricky one, I gather each team will be funded
based on what they 'need' to implement the demonstration plan they
should of submitted by now. Of course the more they 'need' the less
likely their technology will be regarded as 'cost effective'. And
although cost is at the bottom of the official criteria when it comes
to making the final report to congress (safety is top), I'm sure it
wont be bottom of the list in the minds of your good congressmen! ;)
