I think it will take off when there is some kind of resolution to the DOJ and states attorneys general suits and litigation against the company.

Right now the whole thing seems to be a bunch of verbage. I'm not really sure what it is that they want. I thought it was that Explorer not be bundled with the new version of Windows. Now it sounds like the states are on a fishing expedition and are questioning Windows period.

I liked the suggestion of another poster. Don't sell it in the states that sue. Let the reaction of the people drive their actions.
