Speeding up delivery of oral meds is a tricky business. You have the unavoidable delay of crossing the stomach wall and passing the liver's inspection. Buccal/sublingual is quick, but this works only for a few potent, lipophilic compounds. Phentolamine is too basic and lipophobic to quickly cross the mucosa, compared to like nitroglycerin or atropine.
My Merck Index says of phentolamine mesylate, "Aqueous solns cannot be stored." So a predissolved form would be problematic.

I'd favor a suppository. The mechanical action alone oughtta do the trick for some of the patient population.

I know. Let's patent the Vibrating Phentolamine Suppository, and get real rich. :-)
