That's not to imply that the process of seeking shells could be illegal. The fact is, even when you've identified shells you know are being peddled by brokers, they're still shells. The information about who owns them is a matter of public record SOMEWHERE, right? What would be illegal, however, is if you found a shell you knew was merging but no announcement had been made yet and then you acted upon that information (I found one of those recently but didn't and wouldn't act upon it). Otherwise, it's fair game (still a very risky one, but a fair one).
