Is the error a new one? Since it doesn't sound like you have changed anything on your system, I would suspect it is something other than a 'need to upgrade' - pvt message me.
The best price performance on a 400 MHz unit right now is NEC's, although most of them have essentially the same internals (CPQ, GTW, DELL, NEC, etc.). All are good, fast units.
For 3 grand you can get 400 Mhz, 128 Mb, 19" monitor, 3Com 10/100 ethernet, zip, 32x, premium sound, 4Mb AGP graphics card (not PCI), 56x (although I will use a cable modem), 9.1 Gb ultra DMA (scsi is another $1400) etc. I just ordered two of them today and wait time with shipping is about 3 weeks. Note that the monitor weighs about 55 lbs, so reinforce the desk. It has a lot of open slots and ports. If you get a scanner, get one that is scsi, and the same with a cd writer - plextor makes about the best (4x12) but its pricey at $600. If you don't get the ethernet or zip, then its about $2850 shipped.
But if you want real performance, get a DEC Alpha (new ones can handle 1.5 Gb of RAM at 767 MHz) or a Mac if you do graphics/photoshop or digital audio work (Macs can write straight from the parent CD to the blank, pc's have to transfer to your hard drive first).
