1) Not very often but very inconvenience without it. I am serious, especially old BIOS doesn't support boot-from-CD or boot-from-Zip option. You cannot change all motherboards in hundreds of million PC all the sudden, right?

2) not everyone has email account. Floppy installed base is far more saturated than modem. It is forward compatible to virtually all new PC and backward compatible to most old PC.

3) many s/w publishers still distribute driver/patch and even some small program on diskette. It is a universal standard media. For instance, Canadian version of Accpac SimplyAccounting only ship in diskette format. US ship in both version!

4) The CD situation can apply to floppy. Floppy has bigger installed base but less frequent use than CD.

It is on the market for around 2 years but mass-production occur in less than a year. At early age, LS-120 can only be found in some model of Compaq Deskpro and some Magazine's advertisement.
