To be illegal under the federal Sherman Act you need more, such as having the expressed intent to stifle competition and practices that are not necessary for consumers but to crush rivals. Microsoft stands accused of using a variety of restrictive practices to prevent competition from springing up by imposing conditions to exclude rivals and to leverage itself into monopolies in other markets. The solution need not be a breakup, but rather a ban on the restrictive practices.
