Schwab certainly did not have shares to short, and I tried several times. Finally gave up, and bought Put options, which are now almost worthless, but a smaller loss than if I had shorted instead.

I would guess that having shares available to short will drive the price down a little, as people who wanted to short now can.

The part I'm still curious about is why shares are suddenly available. You suggested that maybe the people who own the shares now have them in margin accounts at brokerages. That makes sense.
