Could it be;

Management's option cost basis would be determined by the price of the stock on a pre-determined date?

If so, and that date hasn't passed, they might be waiting to release any "good" news until after the date the option price would be set?

This is the only "rational" reason that I can come up with for the constant screw ups that management has been so adept at creating.

It would seem to me that management has been extremely generous to "themselves" in their compensation agreements.

For 225k a year, and two six packs of Dortmunder Gold a day (my option agreement, they can have the empties back if I fail to deliver), I think I could be at least as effective as the management of the past year.
